The most common flat roofing question we receive from East Yorkshire homeowners is some version of: "my flat roof is leaking again — should I repair it or replace it?" The answer depends on four factors: the age of the membrane, the condition of the deck beneath it, the nature of the leak, and the cumulative cost of previous repairs.
The Age Threshold
Traditional bitumen felt has a design life of 10–15 years in East Yorkshire's climate. In practice, felt on north-facing or heavily shaded surfaces — common on rear extensions in Cottingham and Beverley's established residential streets — often fails in 8–12 years. Felt on coastal or estuary-adjacent properties (Hornsea, Hessle, Brough) can fail in 7–10 years as salt air accelerates bitumen oxidation.
If your flat roof felt is more than 12 years old, repair is almost never cost-effective as a long-term strategy. The felt is broadly degraded across its surface even where it appears locally sound — patching one failure point shifts the leak to the next weakest point, which usually manifests within 12–18 months. At this age, the question isn't whether to replace but when.
The Deck Condition Question

The deck is the structural substrate beneath the membrane — typically 18mm plywood or tongue-and-groove chipboard on residential flat roofs. If the existing membrane has allowed moisture penetration for any significant period, the deck may have absorbed moisture and begun to deteriorate. Laying a new membrane over a moisture-damaged deck dramatically shortens the new roof's service life — the deck movement from moisture cycling will stress the membrane from below.
We always inspect the deck before quoting a flat roof replacement. Where the deck is sound, the new membrane goes straight on. Where sections are moisture-damaged, we quote deck replacement separately and clearly before proceeding. It's a real cost but an unavoidable one for a proper installation.

GRP vs EPDM: Which Replacement System?
For standard East Yorkshire residential flat roofs: GRP fibreglass is our default for extensions up to approximately 40m² with a straightforward rectangular shape. It's seamless, the hardest-wearing option available, and has the longest design life (25–40 years). EPDM rubber is preferred for larger areas, irregular shapes, and properties with multiple penetrations — its large sheet sizes minimise joins and its flexibility handles the movement of older structures better than GRP's rigidity.
Both systems perform well in East Yorkshire's climate. For coastal and estuary-adjacent properties, both GRP and EPDM are inert to salt air — unlike felt, which degrades faster near the coast.
The Cumulative Repair Test
A simple rule of thumb: if your cumulative felt repair spend on a single flat roof over the past five years exceeds 40% of the GRP replacement cost, replacement is the better economic decision going forward. The repair spend has bought time but not solved the underlying problem of a membrane at end of life.
Diagnosing Where a Flat Roof Is Actually Leaking
Flat roofs are harder to diagnose than pitched roofs because water spreads laterally between the membrane and the deck, and the internal stain can be metres from the entry point. The most common entry points, in order of frequency on East Yorkshire domestic extensions, are: the upstand junction where the roof meets the house wall; the perimeter drip edge; seams and laps in the membrane; penetrations for soil pipes and flues; and the outlet.
A useful sequence is to inspect the upstand and flashing first, since that accounts for a large share of failures and is visible without disturbing anything. Then examine seams for lifting, blistering or splitting, particularly on the sun-exposed south and west sides where UV degradation is worst. Only after those have been eliminated is the field of the membrane a likely culprit — and a leak in the open field usually indicates the material has reached end of life rather than suffered a discrete failure.
Blistering, Splitting and What Each Tells You
Blisters are pockets of trapped air or moisture beneath the membrane that expand when heated. A small number of stable blisters on an otherwise sound felt roof are not necessarily an emergency, but they indicate moisture in the build-up and they will eventually split. Widespread blistering means the membrane has lost adhesion across the surface, and patch repair is futile.
Splitting along a straight line usually indicates movement in the deck beneath — a joint between boards, or deflection under load — rather than a material failure. Repairing the split without addressing the deck movement guarantees recurrence. Crazing, a fine crocodile-skin pattern across the surface, is UV degradation of the bitumen and is a reliable end-of-life indicator on felt. Recognising which of these you have tells you whether a repair is a genuine fix or a postponement.
Overlaying vs Stripping the Existing Roof
It is possible to lay a new membrane over an existing one, and it is cheaper than stripping. It is also, in most East Yorkshire cases, the wrong decision. Overlaying traps any moisture already present in the old build-up, adds load to a deck that may already be compromised, and prevents inspection of the deck itself — which is precisely the component most likely to have deteriorated.
There are limited circumstances where an overlay is defensible: a single-layer overlay on a sound, dry, well-ventilated deck with confirmed adequate falls, where the additional height does not compromise the upstand or the door threshold. In practice those conditions are rarely all met on a 1970s or 1980s extension. If a quotation proposes an overlay, ask how the deck condition has been established.
Deck Materials and What to Expect on Strip
East Yorkshire extension decks are typically 18mm WBP plywood, chipboard, or on older properties tongue-and-groove softwood boarding. Chipboard is the most vulnerable: it swells irreversibly when wet and loses structural integrity, and where a felt roof has leaked for a season or more, chipboard beneath it will usually need replacing. Plywood tolerates moisture better and can often be dried and retained.
A reputable quotation will price the replacement membrane and state a rate for deck replacement per square metre if it proves necessary, rather than either ignoring the possibility or including a large contingency. That way you know the exposure before work starts, and the figure is agreed rather than negotiated with the roof already open.
Making the Decision
A practical decision rule for East Yorkshire flat roofs: if the covering is under 10 years old and the failure is localised at a seam or upstand, repair. If it is 10–15 years old with a single failure and no blistering, repair but budget for replacement. If it is over 15 years old, has failed more than once, or shows widespread blistering or crazing, replace — and correct the falls while the roof is open.
The cost differential between a repair and a replacement on a small extension is often only two or three times, while the outcome differential is a season versus thirty years. On roofs at the older end of that range, repeated repair spending frequently exceeds what replacement would have cost within a few years, without ever solving the underlying problem.
Insulating a Flat Roof During Replacement
Replacing a flat roof is the only realistic opportunity to insulate it properly, and on a 1970s or 1980s East Yorkshire extension the existing insulation is usually minimal or absent. Building regulations treat a full covering replacement as a controlled service, requiring the roof to be upgraded toward current standards where feasible — typically a U-value of 0.18 W/m²K, achieved with 120–150mm of rigid PIR board above the deck in a warm roof build-up.
The additional cost is genuinely worthwhile on a room that has always been cold. It also allows tapered insulation to be used, correcting inadequate falls at the same time — solving the ponding problem and the thermal problem in a single operation. The height increase at the perimeter needs checking against door thresholds and any window head above, which is a detail to resolve at survey rather than on site.
